His remarks will not only focus on balancing the budget\, but strategically positioning Minnesota to prosper in the new economy.  He will share his priorities\, including his proposal for a Minnesota Jobs Recovery Act which includes cutting the business tax rate in half over six years\, converting the capital equipment sales tax refund to an upfront exemption and a number of other initiatives.
